Administration of fiscal and operational programs within Health Department including Behavioral Health, Emergency Services, Environmental Health, Public Health, Clinic Services, Public Guardian/Public Administrator and Animal Control, as well as Finance, Administration and Personnel.
Currently Monterey County Health Department oversees approximately 135 programs. Each program has distinct ordinances, mandates, and regulations that must be enforced. There are medical and technical protocols, different funding sources, budgetary factors, reporting responsibilities, facility needs, and staffing requirements for each Division.
Interim Health OfficerCaroline Kennedy, MD
Health Officer responsibilities include technical, scientific, and medical oversight of public health programs relating to preservation and protection of the public health. The Health Officer enforces orders and ordinances of the Board of Supervisors pertaining to public health and sanitary matters, orders quarantine and enforces regulations, statutes, and rules prescribed by the State Department of Health.

Overall administration of Information Systems and responsible for fiscal analysis and budget oversight for seven divisions within the Health Department. Responsible for the Health Department’s Central Accounting Unit, which includes oversight and operation of Accounts Payable, Purchasing, and Payroll.
